The input for a Plate Cam with an Oscillating follower is explained below:

To see how to enter the kinematic data see this video.

Base Circle/Arm Angle

The choice here is for either specifying the base circle radius and Toward or Away (see below) for the follower, or to specify the initial angle of the arm, at the zero position of the cam.

Arm Angle or Base Circle Radius

If Base Circle is chosen above, the units for th edit box will be inches, or mm.  If Arm Angle is chosen it will be as seen below.

Toward/Away

If Base Circle is chosen in 1, there is a choice of whether the cam is rotating toward the pivot, or away from the pivot.  In the cam picture, the cam is rotating away from the pivot.

Other Data

This data is explained in Translating Roller Follower.

Arm Length

Length of the arm from pivot to the center of the follower

X Location of the Pivot

The distance from the cam center to the pivot in the horizontal direction positive, or negative.

Y Location of the Pivot

The distance from the cam center to the pivot in the vertical direction positive, or negative.

Utility to compute inertia at pivot

This utility will help to compute the inertia reflected to the arm axis that is required for Cam Designer SE.
